of the sudden determination of the American Government to enforce their Passenger Laws

on the arriving ships, the charters having been completed with a view to complying with the requirements of British Law.

As there is little doubt that the abject of both Governments is to protect the Chinese

Passengers and to prevent the overee

overcrowding of ships I submit that the present difficulty affords

· good opportunity for bringing the matter to the notice of both Governments with a view to adopting

measures which will, whilst

ensuring perfect freedom and comfort to the Passengers, also secure to the owners of ships

conveying them a reasonable and fair remu= neration for the employment of their fecule.
